Tier-4 violation points: appealing a permanent TikTok Shop ban
Permanent deactivation appeals are the hardest case — but not hopeless. Here is the Corrective Action Plan structure that gets human review and what tier-4 appeals look like when they succeed.
TikTok Shop uses a violation-point system. Each policy infraction adds points; cross 24 points in a rolling window and your shop is permanently deactivated. This is the most severe enforcement state — but a Tier-4 appeal CAN succeed if you submit a real Corrective Action Plan.
Why most Tier-4 appeals fail
In the appeals we've reviewed, ~80% of Tier-4 appeals fail for one of these reasons:
1. The seller writes an apology, not a plan. TikTok already knows you're sorry. They want to know what changes. 2. The plan is generic. "We will improve our customer service" is not a plan. 3. No root-cause analysis. You list what TikTok flagged but never explain why it happened. 4. No external validation. Tier-4 reviewers want evidence that someone besides you sees the changes — a new 3PL, a new QA process, a new compliance consultant.
The 5-section Corrective Action Plan that gets accepted
Section 1 — Acknowledgment. Two sentences. Acknowledge the violation points, acknowledge the gravity of the deactivation. Do not minimize.
Section 2 — Root-cause analysis. For each major violation, explain the operational reason. Examples: "Late dispatch rate spiked because our 3PL warehouse moved facilities in March and the cutover broke our pick lists. We have evidence of pick-list errors specifically during that period."
Section 3 — Corrective actions already taken. Past tense. With dates. With evidence. "On April 4, we migrated to ShipHero from our previous 3PL. Attached: SHA agreement and migration go-live confirmation."
Section 4 — Preventive measures going forward. Future tense, but with specifics. "We have committed to a 18-hour dispatch SLA monitored daily by [name], with alerts to our COO at the 12-hour mark."
Section 5 — Request for review. Specific request: human Tier-2 review, ideally with probationary reinstatement (visibility unlocked but with elevated monitoring for 60 days). This signals you understand you have not earned full trust back yet.
Evidence packet to attach
- Business registration documents (re-establishes legitimacy)
- 3PL agreement or new fulfillment SOP
- Customer service playbook with response-time SLAs
- Any third-party tooling that monitors compliance (e.g., automated listing scanners)
- The 30-day metric trajectory: paste a screenshot showing the metric that triggered Tier-4 has improved since the violation
Timeline expectations
Tier-4 appeals are reviewed manually by TikTok's Trust & Safety Tier-2 team. Expect 7-14 business days. Do not file additional appeals during this window — it resets your queue position.
What if Tier-4 is rejected?
There is a single secondary appeal path through TikTok Shop's executive escalation queue, accessed by emailing the address on your suspension notice with subject "Tier-2 Trust & Safety review request." This is not a documented public process; it's something experienced TikTok Shop consultants use when the first appeal fails.
After the executive escalation, the only remaining options are: (a) start a new shop under a different legal entity (TikTok's ToS prohibits but not always detected), or (b) cross-list your inventory to Amazon, Shopify, and TikTok's competitors.
